From reception to autonomy: the Luxembourg Red Cross, a driver of inclusion

18 December 2025

On this 18 December, International Migrants Day, the Luxembourg Red Cross reaffirms its commitment to people who have experienced a migration journey. From the moment they arrive, we provide reception, social support and assistance with administrative procedures. Through our specialised services, we offer comprehensive support — from initial reception to sustainable inclusion in Luxembourg — while respecting the dignity and empowerment of each individual.

The Migrants and Refugees Service (SMR): the first point of support

The SMR is often the first point of contact. It provides guidance, support in daily life and social follow-up for applicants for international protection (AIP).

It plays a crucial role in assisting with administrative procedures and organising leisure activities that promote socio-cultural integration.

The SMR is also dedicated to restoring family links (RFL) and supporting access to employment — two essential dimensions for rebuilding one’s life and starting anew in Luxembourg.

LISKO: accelerating social cohesion

Once international protection status has been granted, the Luxembourg Integration and Social Cohesion Centre (LISKO) supports beneficiaries on their path towards autonomy.

Through an intercultural and educational approach, it provides essential information about Luxembourgish society, the labour market and access to rights. Its specialised social support makes it a key player in promoting social cohesion and sustainable inclusion.

CANE: preparing unaccompanied minors for autonomy

The Norbert Ensch Reception Centre (CANE) provides a safe and respectful environment for children, adolescents and young adults in distress, particularly Unaccompanied Minors (UM).

Seven residential groups are specifically dedicated to unaccompanied minors, working in full respect of children’s rights and taking their individual backgrounds into account. The core objective of CANE is to actively and individually prepare them for autonomy.

Maisons Relais & SEAI: education for the future

Among the Maisons Relais managed by the Luxembourg Red Cross, some facilities specifically address the needs of children from migrant backgrounds.

The Integrated Education and Care Service (SEAI) and the Support and Transition Service provide a trusted framework in line with the national non-formal education framework, enabling children to develop autonomy and self-determination to succeed in their educational and social paths.
