Code of conduct and ethical standards

The code of conduct and ethics of the Luxembourg Red Cross (hereinafter referred to as the “Code”) defines the key principles governing the behaviour of every person acting in the name of the Luxembourg Red Cross in order to implement its mission statement.

The principles set out are structured around three main pillars: respect for human dignity, ethical and responsible conduct, and compliance with the law, the principles of the Movement, and the organization’s own rules.

Respect for the Code helps ensure a safe and inclusive environment, guarantees respectful relationships within the organization, and prevents situations that could harm the mission, principles, and reputation of the Luxembourg Red Cross.

This Code complements the statutes of the Luxembourg Red Cross and the organization’s internal rules, the fundamental principles and statutes of the International Red Cross and Red Crescent Movement, professional codes of ethics, national and international agreements, as well as the laws and regulations in force governing the activities of the Red Cross.

The present Code of Conduct and Ethics applies to all employees[1], , volunteers, interns, members of a local section, members of the governing bodies, and any other individual acting in the name of the Luxembourg Red Cross[2] or of the entities it controls:

  • Doheem Versuergt – Home Help and Care Service of the Luxembourg Red Cross
  • Fondation Emile Mayrisch – Croix-Rouge (Rehabilitation Centre of Colpach Castle)
  • Luxembourg Red Cross International Aid A.S.B.L.
  • CR Services, S. à r. l.

Each actor commits to becoming familiar with and complying with all the articles of this Code.

Entities and services that wish to formalize more specific rules of conduct tailored to their activities may supplement this Code with a specific code of conduct or internal regulations. The terms of such documents must be consistent with this Code and are subject to the principles set out below.


[1] Employees, interns, and volunteers are referred to by the term “collaborators.” Collaborators, members of local sections, and members of the governance bodies are collectively referred to as “actors.”

[2] In this Code, the term “Red Cross” refers to all the legal entities listed above.

The 12 Principles of the Code of Ethics

  • Article 1 – Respect, dignity, and non-discrimination of vulnerable persons (beneficiaries)
  • Article 2 – Harassment, exploitation, and abuse of vulnerability
  • Article 3 – Mutual respect and self-respect
  • Article 4 – Responsible use of financial and material resources
  • Article 5 – Prevention of fraud, corruption, money laundering, and Terrorism Financing
  • Article 6 – Favoritism or conflict of interest
  • Article 7 – Healthy competition
  • Article 8 – Business gifts, tokens of hospitality, tips, and expressions of gratitude
  • Article 9 – Reputation and use of the Red Cross emblems
  • Article 10 – Responsible communication and use of the internet and social media
  • Article 11 – Confidentiality and respect for personal data
  • Article 12 – Reporting violations or breaches of the code principles and whistleblower protection
