These two sets of frequently asked questions are starting points and provide further references to those who want to help on the one hand and people displaced by the armed conflict coming to Luxembourg on the other.

• How can I help?

  You can make donations, offer a roof to displaced people or volunteer.

• How can I donate?

  The best way to help is with a cash donation that allows the Luxembourg Red Cross and its sister organisations in Ukraine and the bordering countries to efficiently provide direct aid to the victims of the conflict.

  Your donation is tax deductible and the Luxembourg Red Cross adheres to Don en Confiance to guarantee optimum transparency and compliance in the management of your donation.

  Your support will be used by our teams in Ukraine, Moldova and Luxembourg or our partners in the global Red Cross and Red Crescent Movement who are active in Ukraine and in the bordering countries to help the victims of this conflict.

• I have an empty house or flat that I can make temporarily available

  More than ever, we urgently look for housing for people who have arrived in Luxembourg, fleeing from conflict. The Ukrainian crisis only worsens this situation.

  The Red Cross covers insurance costs as well as commodities thanks to donations so you will incur no charges.

• I would like to volunteer

  Volunteers are urgently need in many areas.

  While we are particularly keen to find people speaking Ukrainian or Russian, other volunteers are welcome too.

  Qualifications in the social and educational domain are particularly helpful but we also need help with manual or clerical tasks.

• I want to give clothes or other objects

  Red Cross and Caritas work together to collect clothes that are being distributed to people in need in Luxembourg.

  We do not call for in kind donations to be shipped to Ukraine or bordering countries as logistics cannot be efficiently ensured in a crisis. The locations and opening times for donating clothes are on our website:

• I want to offer a job to people who have been displaced by the conflict in Ukraine

  Within a short period, people who have arrived from Ukraine should be able to obtain temporary protection. This status documented by the so called « beige paper » confers the permission to work in Luxembourg without restriction. You can hire based on a direct contact or report open positions to ADEM by phone +352 247-88000 or mail employeur@adem.etat.lu.

• I want to become a member of the Red Cross staff

  We are hiring for a variety of permanent and temporary positions in Luxembourg, both part-time and fulltime. If you speak Ukrainian or Russian, that is certainly a plus right now, but we have many other positions open.  Often, a driver’s license will be required. Please visit

Q&A for people displaced by the armed conflict in Ukraine

• You have questions but only speak Ukranian or Russian ?

  Right now, we don’t have first line telephone support available in these two languages but only in French, German and English. You can however send an e-mail in your language to wellkomm@croix-rouge.lu. Please include a phone number so that we can call you back

• You lost contact with a family member in Ukraine or having fled from the conflict ?

  Our « Restoring Family Links » team works with the global Red Cross and Red Crescent network to help you reestablish contact and reunite.  Please contact tracing@croix-rouge.lu.

• You have arrived or will soon arrive in Luxembourg and will need a place to stay?

  While some people have the possibility to stay with friends or family or to rent a room, the vast majority needs support to find accommodation. The Luxembourg government has set up center for the displaced (called PAU) arriving in the country. It is open 24/7, the address of this emergency shelter is: Rue Tony Rollman ; L-2454 Luxembourg-Kirchberg (business district).

  SHUK is an emergency shelter that can accommodate you while waiting to move to a more durable accommodation. You can sleep there, meals are being served and you can obtain basic goods, for instance clothes or items for your personal hygiene. Red Cross volunteers and staff are available to provide basic social and psychological support. You can also stay there if you don’t wan want to stay in Luxembourg and plan to travel on to another European country

• What paperwork do I need to do in order to be allowed to stay and work

  You should report to the Immigration directorate of the Ministry of Foreign and European Affairs by filling out the below form that you should send to immigration.desk@mae.etat.lu

• Will I obtain refugee status ?

  EU countries have agreed to give « temporary protection » to people who have been displaced because of the conflict in Ukraine. This procedure is much faster than the process to obtain refugee status but it does not confer the same rights. For instance, the protection is limited in time. To be elegible, you must have been a Ukraine resident before February 2th and have left the country around or after that date.

  In a first phase, temporary protection is granted for an initial period of one year from the date of activation of the mechanism at European level, i.e. until 4 March 2023. The expiry date of the initial term is indicated on the temporary protection certificate.

  This initial period may be extended automatically by periods of 6 months for a maximum of one year. The persons concerned will be informed in due course of the terms for extending the validity of their certificate.

• Will I be allowed to work in Luxembourg ?

  Yes. As soon as you will have obtained temporary protection.  The so-called “beige paper” gives you the right to work in Luxembourg. Any employer can hire you on this basis and you can also register with the employment agency ADEM to which employers must report their open positions and who can put you in touch with recruiters.

• I have children between the ages of 3 and 19 years. What about school ?

  Up to the age of 16 included, school is compulsory. It is a free public service. The Ministry of Education is working on setting up special programs to manage the linguistic problems that may arise.

• Do I need to register locally in the town or village where I live ?

  Yes, like any other resident you must register with the local administration. You can do this immediately or when you obtain your “beige paper”.

• Ви прибули до Люксембургу, рятуючись від збройного конфлікту в Україні, шукаєте притулок?

  Уряд Люксембургу створив перший приймальний центр для людей, які тікають від збройного конфлікту в Україні. Цей центр екстреної допомоги, відкритий 24 години на добу, 7 днів на тиждень, розташований у місті Люксембурзі за адресою SHUK (Kirchberg Emergency Accommodation Structure), 11 Rue Carlo Hemmer, Luxembourg.

• Якою є адміністративна процедура для всіх переміщених осіб, які прибувають до Люксембургу з України?

  Усіх переміщених осіб, які прибувають до Люксембургу з України, просять повідомляти до Управління імміграції Міністерства закордонних та європейських справ: повідомляючи свої контактні дані за допомогою наступної форми, згідно з наведеними там інструкціями. • Чи можете ви скористатися статусом біженця?

  Країни Європейського Союзу погодилися надати статус «тимчасового захисту» людям, які втекли від конфлікту в Україні. Це швидша процедура, ніж процедура отримання статусу біженця, але вона не надає точно таких же прав. Вона помітно обмежена в часі. Для отримання цього статусу особа має проживати в Україні до 24 лютого 2022 року та виїхати з країни з 24 лютого 2022 року або незадовго до цього.

• На який термін люди отримують статус тимчасового захисту?

  Тимчасовий захист надається на першому етапі до 4 березня 2023 року, а потім може бути продовжений на один рік.

• Чи маєте ви право працювати в Люксембурзі?

  Так. Як тільки ви отримали статус тимчасового захисту («бежевий папір»), ви маєте право працювати та зареєструватися в Агентстві з розвитку зайнятості (ADEM). Одержувачі статусу тимчасового захисту можуть зв’язатися з ADEM за електронною поштою info@adem.etat.lu або за телефоном +352 247 88888 .

• До кого вам слід звернутися, щоб ваші діти віком від 3 до 19 років могли відвідувати школу в Люксембурзі?

• Чи потрібно реєструватися в муніципалітеті?

  Так. Як і будь-який інший мешканець, ви повинні звернутися до муніципальної адміністрації, щоб зробити декларацію про прибуття, не пізніше, ніж після отримання статусу тимчасового захисту.
